Only enterprises that have obtained a license for a tobacco monopoly wholesale enterprise can apply to engage in the wholesale business of electronic cigarettes. An enterprise that has obtained a license for a tobacco monopoly wholesale enterprise can only engage in the wholesale business of electronic cigarettes after obtaining the approval of the tobacco monopoly administrative department to change the scope of the license.

Retailers: To engage in the retail business of electronic cigarettes, they shall apply to the tobacco monopoly administrative department in accordance with the law for obtaining a tobacco monopoly retail license or changing the scope of the license.
