Event: On April 12, the State Administration for Market Regulation and the National Standardization Administration approved the mandatory national standard for “E-Cigarette” and announced it to the public. The national standard for “E-Cigarette” will be implemented from October 1, 2022.

The national standard for “electronic cigarettes” was officially issued, clarifying the mandatory production standards for electronic cigarettes in my country. One month after the release of the second draft of the national standard issued by the Tobacco Bureau on March 11, the national standard for “Electronic Cigarettes” was officially approved.

The national standard of “E-cigarette” is a mandatory standard, and domestic e-cigarette products must be produced in strict accordance with the national standard. The document clearly stipulates the additives, atomizers and product inspection methods of electronic cigarettes. In terms of taste, the ban on non-tobacco-flavored e-cigarettes in the second consultation draft is retained, and 101 allowed atomization additives and maximum usage are specified; the nicotine concentration of e-cigarettes is not higher than 20mg/g, nicotine The total amount is not more than 200mg; the cigarette rod should have a protection function to prevent accidental activation and a child safety lock. At present, most electronic cigarette products on the market do not have a child lock function.

The “Administrative Measures” came into effect on May 1, and fruit-flavored cigarettes are expected to be available for sale before October 1. The “Administrative Measures” for electronic cigarettes, which has been implemented since May 1 this year, has regulated the production, sales, import and export of electronic cigarettes. Electronic cigarette production and sales enterprises must apply for licenses, and listed products must pass technical testing and evaluation. And establish a sampling system, sales need to be circulated through the trading platform.

We expect that after the official implementation of the “Administrative Measures”, license applications for electronic cigarette production, retail and other links will be launched one after another, and the electronic cigarette trading platform will be launched in the short term, and the industry will enter a new era of supervision. We are optimistic that before the official implementation of the “National Standard” on October 1, the channel inventory of non-national standard products such as fruit-flavored cigarettes can still be sold, which will help the market to transition smoothly, and help enterprises to further improve the formula of tobacco-flavored products and improve the production and manufacturing process.
